Social capital &#x2013; the benefits we derive from our relationships &#x2013; is among the strongest predictors of economic mobility, particularly when it is formed across socioeconomic status.<sup>(1)<\/sup><\/p>\n<\/div>\n<\/div>\n<\/div><\/header>\n\n\n\n<div class=\"wp-block-group has-primary-100-background-color has-background is-layout-constrained wp-block-group-is-layout-constrained\" style=\"padding-top:var(--wp--preset--spacing--80);padding-bottom:var(--wp--preset--spacing--50)\">\n<p>Social connection is the foundation upon which <span class=\"glossaryLink\"  aria-describedby=\"tt\"  data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;&amp;lt;!-- wp:paragraph --&amp;gt;The resources people get from their close friends and extended social circles that enable them to access and mobilize a network. Whether built in person or virtually, social connections between community members&mdash;especially among those from different economic backgrounds&mdash;can facilitate upward mobility and feelings of belonging (Urban Institute, 2024).&amp;lt;br\/&amp;gt;&amp;lt;!-- \/wp:paragraph --&amp;gt;&lt;\/div&gt;\"  data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]'  tabindex='0' role='link'>social capital<\/span> is built. Through relationships with neighbors, co-workers, and other people in our community, we learn about job opportunities, develop skills to succeed in the labor market, and build the confidence to navigate complex systems.&nbsp;<\/p>\n\n\n\n<p>Developing these relationships with those not in our immediate circle, requires spaces and activities where individuals from diverse networks and socioeconomic backgrounds can meet and interact. Third places &#x2013; places outside of home and work where people gather informally to connect, converse, and build community &#x2013; serve as containers for social connection to form and for social capital to thrive.<\/p>\n\n\n\n<p>The Gates Foundation aims to help the U.S. economic system better meet the needs of people experiencing poverty and significantly increase their opportunities to achieve economic success. &nbsp;Their definition of <span class=\"glossaryLink\"  aria-describedby=\"tt\"  data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;&amp;lt;!-- wp:paragraph --&amp;gt;The ability of an individual or family to improve their economic status, usually measured in income (U.S. Department of the Treasury, 2022). Economic mobility reflects not only individual effort and talent but also structural factors such as education, labor markets, and social networks (OECD, 2018&amp;lt;em&amp;gt;)&amp;lt;\/em&amp;gt;. The three dimensions of upward mobility include economic success, dignity and belonging, and power and autonomy (Urban Institute, 2024).&amp;lt;br\/&amp;gt;&amp;lt;!-- \/wp:paragraph --&amp;gt;&amp;lt;!-- wp:paragraph --&amp;gt;&amp;lt;br\/&amp;gt;&amp;lt;!-- \/wp:paragraph --&amp;gt;&lt;\/div&gt;\"  data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]'  tabindex='0' role='link'>economic mobility<\/span> is rooted in three pillars: economic success, power and autonomy, and being valued in community. Social capital plays a critical role within each of these pillars.<sup>(2)<\/sup> Emerging research on <span class=\"glossaryLink\"  aria-describedby=\"tt\"  data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;&amp;lt;!-- wp:paragraph --&amp;gt;The extent and intensity of associational links or activity in civic, political, and social life (OECD, 2001). Dimensions include network ties (density, diversity, bridging\/bonding); civic engagement (participation in groups and associations); institutional trust and norms; and rules and procedures that govern interaction. Structural social capital refers to the existence of a network and is highly influenced by investments in infrastructure, community spaces, and neighborhood construction.&amp;lt;br\/&amp;gt;&amp;lt;!-- \/wp:paragraph --&amp;gt;&lt;\/div&gt;\"  data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]'  tabindex='0' role='link'>structural social capital<\/span> reveals the importance of network building, which is highly influenced by investments in infrastructure, community spaces, and neighborhood construction. This dimension of social capital is requisite for making high-quality connections and for social capital to develop among people and across communities. Although class-based segregation and a lack of quality connections affect economic connectedness, systems that prioritize people can play a vital role in an individual&rsquo;s ability to climb the economic ladder.<sup>(3)<\/sup><\/p>\n\n\n\n<p>This project was born out of a shared commitment between the Foundation for Social Connection and the Gates Foundation to better understand the interrelated concepts of third places, social connection, social capital, and how they contribute to economic mobility. Community visits across the country and interviews with experts from diverse fields helped us develop a framework that encourages local leaders to consider the power of social connection as they make infrastructure investment decisions to advance economic mobility. We believe this roadmap, which includes lessons learned, local examples, and evidence-informed strategies will contribute to building more connected, inclusive, and economically prosperous communities.<\/p>\n\n\n\n<p><\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-columns alignwide are-vertically-aligned-center wrapper compact is-layout-flex wp-container-core-columns-is-layout-c24dcf47 wp-block-columns-is-layout-flex\" style=\"padding-top:var(--wp--preset--spacing--80)\">\n<div class=\"wp-block-column is-vertically-aligned-center is-layout-flow wp-block-column-is-layout-flow\">\n<h2 class=\"wp-block-heading\">A Call for Collective Action<\/h2>\n\n\n\n<p class=\"has-large-font-size\">Economic mobility in the United States faces growing barriers as social connection and community ties weaken.<\/p>\n\n\n\n<p>Recent research shows that economic mobility in the United States has generally declined over the past few decades in both urban and rural areas, especially for low-income families who face persistent poverty.<sup>(4 5 6 7)<\/sup> One of the strongest predictors of upward income mobility for individuals with low socioeconomic status (SES) is the share of friends they have with high SES, or economic connectedness. <\/p>\n\n\n\n<p>With fewer Americans engaged in civic, religious, and neighborhood associations, opportunities to form &ldquo;<span class=\"glossaryLink\"  aria-describedby=\"tt\"  data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;&amp;lt;!-- wp:paragraph --&amp;gt;Bridging refers to our ability to understand ourselves and each other, and positively relate across differences, to develop lifelong skills of perspective-taking and bridge-building.&amp;lt;sup&amp;gt;(54)&amp;lt;\/sup&amp;gt; This is important for social connection because bridging fosters understanding, empathy, and positive connections across diverse backgrounds, contributing to stronger social cohesion and inclusivity.&amp;lt;br\/&amp;gt;&amp;lt;!-- \/wp:paragraph --&amp;gt;&amp;lt;!-- wp:paragraph --&amp;gt;&amp;lt;br\/&amp;gt;&amp;lt;!-- \/wp:paragraph --&amp;gt;&lt;\/div&gt;\"  data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]'  tabindex='0' role='link'>bridging<\/span>&rdquo; relationships &ndash; ties that expand an individual&rsquo;s network and access to jobs, mentorship, and resources &ndash; have diminished.<sup>(8 9)<\/sup> Growing these relationships, which contribute to an individual&#x2019;s social capital, is especially important in underserved communities, where they can help people move up the economic ladder, narrowing the wealth gap over time.<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-vertically-aligned-center is-layout-flow wp-block-column-is-layout-flow\">\n<figure class=\"wp-block-image aligncenter size-full slide-left\"><img loading=\"lazy\" decoding=\"async\" width=\"562\" height=\"387\" src=\"https:\/\/www.social-connection.org\/socialcapital\/wp-content\/uploads\/sites\/2\/2025\/10\/overview-collage-2.jpg\" alt=\"\" class=\"wp-image-928\"\/><\/figure>\n<\/div>\n<\/div>\n\n\n\n<div class=\"wp-block-columns wrapper compact is-layout-flex wp-container-core-columns-is-layout-d8a5dee2 wp-block-columns-is-layout-flex\" style=\"margin-bottom:var(--wp--preset--spacing--70);padding-top:0;padding-bottom:0\">\n<div class=\"wp-block-column is-vertically-aligned-top is-layout-flow wp-block-column-is-layout-flow\">\n<p>Relationships across economic lines economic mobility in the United States has generally declined over the past few decades in both urban and rural areas, especially for low-income families who face persistent poverty.<sup>(4 5 6 7)<\/sup> One of the strongest predictors of upward income mobility for individuals with low socioeconomic status (SES) is the share of friends they have with high SES, or economic connectedness.<\/p>\n\n\n\n<p>With fewer Americans engaged in civic, religious, and neighborhood associations, opportunities to form &#x201C;bridging&#x201D; relationships &#x2013; ties that expand an individual&#x2019;s network and access to jobs, mentorship, and resources &#x2013; have diminished.<sup>(8 9)<\/sup> Growing these relationships, which contribute to an individual&#x2019;s social capital, is especially important in underserved communities, where they can help people move up the economic ladder, narrowing the wealth gap over time.<\/p>\n\n\n\n<p>Relationships across economic lines are among the hardest to build, even more than those across racial or religious differences.<sup>(10)<\/sup> Without them, social capital and mobility can remain limited. Civil society itself suffers because democracies require people who have the skills to collaborate and address complex, multifaceted problems together.&#xA0; Social capital can provide individuals with the resources needed to participate in civic life, including access to information, social support, and opportunities for engagement.<sup>(11 12)<\/sup>. Fostering <span class=\"glossaryLink\"  aria-describedby=\"tt\"  data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;&amp;lt;!-- wp:paragraph --&amp;gt;Individual and collective actions designed to make a difference in community life and identify and address issues of public concern.&amp;lt;sup&amp;gt;(61)&amp;lt;\/sup&amp;gt; This engagement is fostered by feelings of shared experiences and values, which promotes networking and collaboration between individuals to improve their communities.&amp;lt;br\/&amp;gt;&amp;lt;!-- \/wp:paragraph --&amp;gt;&amp;lt;!-- wp:paragraph --&amp;gt;&amp;lt;br\/&amp;gt;&amp;lt;!-- \/wp:paragraph --&amp;gt;&lt;\/div&gt;\"  data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]'  tabindex='0' role='link'>civic engagement<\/span> and trust strengthens democratic institutions and overall well-being.<sup>(13)<\/sup>&nbsp;There is hope in an approach that focuses on developing a <span class=\"glossaryLink\"  aria-describedby=\"tt\"  data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;&amp;lt;!-- wp:paragraph --&amp;gt;A set of ideas, customs, beliefs and attitudes that help us understand how to live and act.&amp;lt;sup&amp;gt;(67)&amp;lt;\/sup&amp;gt;&amp;lt;br\/&amp;gt;&amp;lt;!-- \/wp:paragraph --&amp;gt;&amp;lt;!-- wp:paragraph --&amp;gt;&amp;lt;br\/&amp;gt;&amp;lt;!-- \/wp:paragraph --&amp;gt;&lt;\/div&gt;\"  data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]'  tabindex='0' role='link'>culture<\/span> of connection and mutuality across neighborhoods, organizations, institutions, and systems. As communities grow more connected, trust and <span class=\"glossaryLink\"  aria-describedby=\"tt\"  data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;&amp;lt;!-- wp:paragraph --&amp;gt;A fundamental human need &ndash; the feeling of deep connection with social groups, physical places, and individual and collective experiences.&amp;lt;sup&amp;gt;(55)&amp;lt;\/sup&amp;gt; Experiencing a sense of belonging allows community members to feel authentically connected to a group and place. To fully belong, relationships must be reciprocated and individuals must be considered equals.&amp;lt;sup&amp;gt;(56)&amp;lt;\/sup&amp;gt;&amp;lt;br\/&amp;gt;&amp;lt;!-- \/wp:paragraph --&amp;gt;&amp;lt;!-- wp:paragraph --&amp;gt;&amp;lt;br\/&amp;gt;&amp;lt;!-- \/wp:paragraph --&amp;gt;&lt;\/div&gt;\"  data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]'  tabindex='0' role='link'>belonging<\/span> increase, responsibility for one another deepens, and quality of life improves, including health, education, and wealth.<sup>(14)<\/sup> Stronger ties also allow communities to mobilize resources and act effectively, creating a cycle of engagement, trust, and efficacy.<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-vertically-aligned-top is-layout-flow wp-container-core-column-is-layout-f751d6c2 wp-block-column-is-layout-flow\">\n<p>Local governments have a key role in supporting this cycle.&#xA0;<\/p>\n\n\n\n<ul style=\"margin-top:1rem;margin-bottom:1rem;padding-top:0;padding-right:0;padding-bottom:0;padding-left:0\" class=\"wp-block-list\">\n<li>When local leaders invite residents in as partners and invest&#xA0;in &#x201C;third places&#x201D; such as libraries, parks, and locally owned gathering spaces, municipalities can create conditions for people and organizations to connect across differences. This approach can generate the trust and networks that open pathways to opportunity.<sup>(15 16)<\/sup>&#xA0;<\/li>\n\n\n\n<li>Physical spaces and models for dialogue that lead to collective action are both critical to this process. The social connection that grows with these interactions is a critical lever for mobility, but must be supported by equitable policies that expand access to resources and opportunities.<sup>(17)<\/sup>&#xA0;<\/li>\n\n\n\n<li>Systems must change to address inequities. A relationship-centered approach rooted in participation and trust between government and residents is essential to building the <span class=\"glossaryLink\"  aria-describedby=\"tt\"  data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;&amp;lt;!-- wp:paragraph --&amp;gt;The programs, such as volunteer organizations, sports groups, religious groups, and member associations;&amp;lt;sup&amp;gt;(51)&amp;lt;\/sup&amp;gt; policies, including public transportation, housing, and education;&amp;lt;sup&amp;gt;(52)&amp;lt;\/sup&amp;gt; and physical elements of a community, including libraries, parks, green spaces, and playgrounds, that encourage and support the development of social connection.&amp;lt;sup&amp;gt;(53)&amp;lt;\/sup&amp;gt;&amp;lt;br\/&amp;gt;&amp;lt;!-- \/wp:paragraph --&amp;gt;&amp;lt;!-- wp:paragraph --&amp;gt;&amp;lt;br\/&amp;gt;&amp;lt;!-- \/wp:paragraph --&amp;gt;&lt;\/div&gt;\"  data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]'  tabindex='0' role='link'>social infrastructure<\/span> and civic capacity that underpin economic mobility.<\/li>\n<\/ul>\n\n\n\n<p style=\"margin-top:0;margin-bottom:0\">This report is the culmination of a year-long exploration of the connection between social capital, economic mobility, and the importance of investing in neighborhood third places. In particular, we examined the steps local government can take in partnership with residents and local organizations to support investment and measure the impact of interventions that focus on building social connection. As we linked these theories to social connection, we included research on social psychology, movement building, and systems change. Conversations with our working group members, subject matter experts, and community members confirmed this direction.&#xA0;<\/p>\n\n\n\n<p>We were guided in particular by two frameworks and two practices. The Water of Systems Change and the Urban Institute&#x2019;s Upward Mobility Framework provide the link between economic success and social connection. Both frameworks consider how individuals experience belonging, agency, respect, and inclusion, and how those experiences affect power, autonomy, and leadership in a community. Two practices we included are Marshall Ganz&#x2019;s model for relational community organizing because it develops leadership skills and a pathway to build solidarity and collective power. Seven key conditions for systemic change are all connected and have a significant influence on whether communities are isolated or become more socially connected. The pyramid is like an iceberg &#x2013; there are conditions that are more tangible and explicit and those that are more implicit or invisible. In communities, there are power dynamics within relationships and connections that cannot be ignored. These are conditions that are below the waterline and may seem difficult to engage, but are critical to achieving transformational change. This approach is important for economic mobility because it not only enhances trust and <span class=\"glossaryLink\"  aria-describedby=\"tt\"  data-cmtooltip=\"&lt;div class=glossaryItemBody&gt;&amp;lt;!-- wp:paragraph --&amp;gt;A foundational social norm in which individuals or groups exchange support, kindness, or resources, expecting that such acts will be returned&mdash;either directly or over time.
