Founder and Chair, Gary Mangum Empowerment Team
Sarah Matthews is the Founder and Chair of The Gary Mangum Empowerment Team. Her organization vaccinated 2,000 residents in one single day during the Covid pandemic. The Empowerment has crafted, lobbied and supported two pieces of state Legislation in Maryland to assist older adults. In 2025, they lobbied to increased the Supplemental nutrition Assistance Program for older, during this current legislative Session, they help craft, and testified for changes to the issuing of certification as it relates to elevators in Senior Residential Housings complexes. The Gary Mangum Empowerment Team recommended an Addendum to the City of Baltimore Fire Code which was passed by the Baltimore City Council.Furthermore, The Empowerment Team provides rides to the polls for older adults, and the group made history when they required the State of Maryland to enact the Pace Sitters Program to ensure that no older adult waits in line to vote. Sarah recommended a change to the Foster Care Grandparent Visitation Law in Maryland which passed the Maryland General Assembly several years ago. Sarah is a member of the Moms Demanding Action Organization Gun. This group lobby to combat the unsafe practices of using guns.
