Reasoning & Evidence
Effectively implementing and sustaining social connection initiatives requires coordination across the many systems that shape everyday life. Arts, culture, and leisure initiatives are often positioned as program providers even though they play a strategic and structural role in how people gather, build relationships, and experience belonging within their communities. Inviting stakeholders in the arts, culture, and leisure sectors to participate in local policy and planning efforts meaningfully ensures that strategies reflect lived experience, cultural meaning, and everyday social practices. Evidence from an intersectoral collaborative in Catalonia found that regions with stronger collaboration among municipal governments, health systems, community organizations, and local cultural and leisure initiatives had significantly higher levels of social support and mental well-being among residents.(74) Collaboration with leaders in these sectors enables communities to leverage arts, culture, and leisure assets to strengthen social infrastructure. Place-based arts initiatives, community festivals, and cultural programming foster civic engagement, collective pride, and social cohesion–especially in diverse and immigrant communities.(58–59) Cultural centers, museums, libraries, and recreation facilities are often described as trusted gathering spaces where shared experiences can foster interpersonal connection and dialogue. As components of social infrastructure, these settings strengthen a sense of belonging and community ties while supporting health and well-being.(64, 109) To be effective in decision-making spaces, inclusion must extend beyond consultation to shared decision-making.
Embedding arts, culture, and leisure representatives within planning bodies, health and social service coalitions, and community development initiatives enables policymakers to integrate these sectors into broader strategies addressing health, aging, youth development, and community resilience.
Examples of Community Implementation

Kansas, USA: Bringing together parks, recreation, community leaders, local governments, and public health partners, Kansas Recreation and Park Association uses cross-sector partnerships to shape policies that support recreation access and community well-being across Kansas, including rural communities. Statewide planning initiatives are supported by advisory collaboratives that contribute expertise on the design and operationalization of community gathering spaces and recreational programming.
