Sheba Ross

Global Practice Director of Cities & Communities, HKS Inc.

Sheba Ross is a partner at HKS Inc. Here, she leads the firm’s Cities and Communities practice, focusing on purposeful urban growth, connection, and revitalization. HKS Inc. is a global firm of architects, designers, planners, and advisors who create places noted for their beauty and performance. With over two decades in architecture and urban design, Sheba emphasizes culturally rich and environmentally conscious projects, enhancing both buildings and the spaces between them. Her work centers on storytelling and action-oriented master planning to empower the private and public sectors.

Sheba serves on ULI Atlanta’s Advisory Board and chairs key leadership programs.  Recently, she advised seven mayors on the Mayors’ Institute on City Design’s National Taskforce and spoke at UN COP 28 and the World Green Economy Summit. Her multi-disciplinary approach to unraveling design insights has been featured in the New York Times. A champion of public participation, she links urban revitalization with community wellbeing and brain health. Dedicated to future generations, Sheba authored a curriculum for the Cherokee County School District on Architecture as a STEM career, now adopted by seven middle schools, and teaches with STEM Gems (#GiveGirlsRoleModels).

Sheba was named one of ULI Atlanta WLI’s 2020 ChangeMakers and has been recently honored as one of the Top 50 Women Leaders of Georgia for 2025 by Women We Admire.
